LA RICCHEZZA CITATA DA VELTRONI, LA SAGGEZZA DEL PAPA
Questa frase fu pronunciata, verso la metà degli anni '80 del secolo scorso, nel pieno del fervore revisionista della socialdemocrazia europea, che aspirava a patenti di liberalità, recidendo anche gli ultimi legami con il vecchio ugualitarismo marxista. Era un messaggio che intendeva evidenziare una svolta, da leggere dunque in quel contesto storico e politico. Era proprio un altro mondo. Poco prima, figuriamoci, Bettino Craxi aveva acceso il dibattito tra i socialisti rivalutando la figura dell'utopista Proudhon – quello, per intenderci, della “proprietà privata è un furto” - in chiave anticomunista. Preistoria, davvero. A quel tempo, un operaio faticava ad arrivare alla fine del mese, ma aveva almeno, ancora, una speranza di riscatto. Da allora, la ricchezza del mondo è molto cresciuta. Dove è andata? Di certo non nelle tasche di quell'operaio, che oggi fa ancora più fatica a sopravvivere, è minacciato, ha meno diritti, e ha anche perso la speranza.
Dunque, molto umilmente vorrei far presente che, anziché promuovere ulteriormente la ricchezza per pochi, sarebbe opportuno redistribuire i redditi a vantaggio dei più deboli.
Oggi a maggior ragione, “la ricchezza”, intesa come accumulazione personale e privata di beni, non ha alcun titolo per essere un obiettivo da perseguire. Questa forma sintattica sottintende persino un obbligo, come se fosse dovere civico di ognuno ambire alla ricchezza. È evidente che ciò, in un pianeta dalle risorse limitate, è del tutto impraticabile; oggi che siamo consapevoli del problema della sostenibilità dello sviluppo, del disastro causato all'ambiente da un modello di consumo irresponsabile, noi democratici – e Veltroni è tra i politici che lo afferma con più determinazione - dobbiamo promuovere un'altra ricchezza, che non è individuale, ma collettiva, morale, culturale, e va intesa più in generale come miglioramento della qualità della vita, in armonia con l'ambiente.
Sul fatto, poi, che l'accumulo di proprietà privata sia anche legittimo e inalienabile, ci sono voci ben più autorevoli della mia che lo confutano:
«[...] La proprietà privata non costituisce per alcuno un diritto incondizionato e assoluto. Nessuno è autorizzato a riservare a suo uso esclusivo ciò che supera il suo bisogno, quando gli altri mancano del necessario. »
(Papa Paolo VI, enciclica Populorum Progressio § 23, 1967). Tale asserzione fu poi ribadita nel 1978 anche da papa Giovanni Paolo I.
Per Paolo VI la questione trattata nell'enciclica riguardava la dottrina sociale della Chiesa, da sempre attenta alla questione della povertà. Lo sfoggio opulento di ricchezza nei paesi occidentali giungeva già allora a livelli irrispettosi della sofferenza altrui. In un mondo in cui esiste ancora tanta povertà, la ricchezza privata dev'essere considerata, se non una colpa da espiare, come una stortura da correggere, non certo un obiettivo da perseguire.
Tuttavia oggi s'impongono considerazioni ancor più stringenti che riguardano la stessa compatibilità dell'accumulo di ricchezza individuale rispetto alle possibilità del pianeta di sostenerla, visto che la ricchezza privata divora risorse di tutti per garantire la fruizione del lusso per pochi.
La questione della insostenibilità della ricchezza privata s'acuirà con l'aumento della popolazione mondiale. Se ci proiettiamo al 2050, quando sulla terra abiteranno 9 miliardi di persone, è evidente che l'individualismo sfrenato, la smania del possesso e del consumo, non avranno più molto posto. La sfida più importante per l'umanità sarà di garantire non l'aspirazione alla ricchezza, ma ad una vita dignitosa, quella sì legittima e da perseguire, per tutti i popoli del mondo. Il tempo dell'opulenza sta per finire, ma non è detto che il tempo che verrà sarà triste, anzi. Spetta a noi democratici garantire che il futuro che ci attende sarà equo, solidale e dignitoso. Cominciamo ad attrezzarci da oggi, anche cambiando le nostre citazioni storiche.
